UAE Tax Invoice Requirements: What a Valid VAT Invoice Needs

What a valid UAE VAT tax invoice must show, when a simplified invoice is allowed (AED 10,000 rule), the AED 2,500 penalty, and e-invoicing dates from 2026.

Key takeaways

  • A valid UAE tax invoice is a document that carries the words "Tax Invoice", a sequential or unique number, the supplier's details and the VAT charged in AED, as required by Article 59 of Cabinet Decision No. 52 of 2017.
  • A UAE VAT-registered business can issue a simplified tax invoice only to a customer who isn't VAT-registered, or to a registered customer when the consideration is AED 10,000 or less; reverse charge supplies always need a full invoice.
  • Failing to issue a tax invoice or tax credit note costs AED 2,500 per detected case under the VAT schedule of Cabinet Decision No. 40 of 2017.
  • UAE e-invoicing becomes mandatory on 1 January 2027 for businesses with revenue of AED 50 million or more, and on 1 July 2027 for smaller businesses, under Ministerial Decision No. 244 of 2025.
  • A business that issues e-invoices, whether required or voluntary, can no longer rely on the simplified invoice rules, because Cabinet Decision No. 100 of 2025 switched them off from 29 September 2025.

What is a valid tax invoice under UAE VAT?

A valid tax invoice is the document a VAT-registered supplier issues for a taxable supply, containing the particulars listed in Article 59 of the VAT Executive Regulation (Cabinet Decision No. 52 of 2017). It matters because your customer generally needs it to recover input VAT, and the FTA treats it as the core record behind your VAT return.

The invoice can be written or electronic under the VAT Decree-Law. If a document misses a required particular, your customer's input VAT claim and your own record-keeping both become exposed, so the fix belongs at the template stage, not at the audit stage.

What must a full tax invoice include?

A full tax invoice must show the words "Tax Invoice", a sequential or unique invoice number, the supplier's identity and the tax amount in AED. The table below sets out the particulars; the wording of clause 1(a), 1(d) and 1(k) is confirmed from the UAE legislation portal, and the other rows follow the same Article 59 list.

ParticularWhat to show
TitleThe words "Tax Invoice", clearly displayed
SupplierName, address and tax registration number (TRN)
RecipientName, address and TRN where the recipient is VAT-registered
NumberA sequential tax invoice number or a unique number that identifies the invoice
DatesDate of issue, and date of supply if different
DescriptionThe goods or services supplied
PricingUnit price, quantity, tax rate and amount payable, with any discount
TotalsGross amount and the tax amount, with the tax stated in AED
CurrencyIf the invoice isn't in AED, the exchange rate applied to convert the tax

Check your template against the current Article 59 text on the FTA or Ministry of Finance site; the Executive Regulation has been amended several times since 2017.

When can you use a simplified tax invoice?

A simplified tax invoice is allowed when the customer isn't VAT-registered, or when the customer is registered and the consideration is AED 10,000 or less (Article 59, clause 5). It is a shorter document: the "Tax Invoice" label, supplier name, address and TRN, issue date, a description, and the total consideration and tax in AED.

Two limits apply. Reverse charge supplies need a full tax invoice, as the 2024 amendment in Cabinet Decision No. 100 of 2024 (effective 15 November 2024) made explicit. And once your business issues e-invoices, the simplified clauses stop applying: Cabinet Decision No. 100 of 2025 added clause 16 to Article 59, effective 29 September 2025, which switches off clauses 2, 3, 5, 7, 8 and 15 for e-invoicing. So the practical answer for any business moving to e-invoicing is: full data fields on every invoice.

When do you have to issue the invoice, and what happens if you don't?

You generally have 14 days from the date of supply to issue a tax invoice, and failing to issue one (or a tax credit note) is fined at AED 2,500 per detected case. The 14-day period was extended to periodic supplies, consecutive payments and credit notes by Federal Decree-Law No. 18 of 2022, effective 1 January 2023.

Tax credit note rules are also being replaced by Cabinet Decision No. 149 of 2026, effective 1 October 2026; review your credit note template against the official text.

What changes with UAE e-invoicing?

E-invoicing changes the format and delivery of your invoices: they must be issued, transmitted and received in a structured electronic format through an Accredited Service Provider, on dates that depend on your revenue. Ministerial Decision No. 244 of 2025 sets the schedule below; revenue means gross income for the most recent accounting period.

GroupASP appointment deadlineImplementation deadline
Revenue of AED 50 million or more31 July 20261 January 2027
Revenue below AED 50 million31 March 20271 July 2027
Government entities31 March 20271 October 2027

Pilot participation started on 1 July 2026 by invitation, and voluntary adoption is allowed from that date. Business-to-consumer transactions are excluded until the Minister issues a further decision (Article 5(2)). If you'd rather not track these dates by hand, the free UAE compliance calendar lists them for your company: a free calendar of your UAE tax and compliance deadlines, personalised from a few questions, as a PDF and calendar file.

What most guides don't tell you

  • Your invoice template is a VAT recovery risk for your customer, not just for you. A customer that can't produce a compliant tax invoice may lose its input VAT claim, so a missing TRN or sequence number tends to come back as a call from a client's finance team.
  • Zero-rated sales need a full invoice too. Under the e-invoicing amendments, zero-rated supplies such as exports are covered, so don't assume low-risk sales can run on a lighter document.
  • Withdrawn exceptions. Law-firm summaries of Cabinet Decision No. 100 of 2025 say FTA-approved waivers on invoice details no longer apply once you issue an e-invoice. If you relied on an administrative exception, ask your adviser to confirm your position.
  • Sequence gaps are your problem to explain. Because the number must be sequential or uniquely identifying, a voided invoice is better cancelled with a credit note than deleted from the system.

Which deadlines apply to your company?

Your e-invoicing date depends on your revenue, and your VAT filing dates depend on your registration. The free UAE compliance calendar turns both into a personalised list you can download.

Frequently asked questions

What is the difference between a tax invoice and a simplified tax invoice in the UAE?

A full tax invoice shows the recipient's details and line-by-line pricing, while a simplified tax invoice shows only the supplier's details, a description and the total consideration and tax in AED. Once a business issues e-invoices, whether required or voluntary, the simplified rules no longer apply under Cabinet Decision No. 100 of 2025.

Do I need to issue invoices in AED?

The tax charged must be shown in AED, and if the invoice is in another currency it must show the exchange rate used for the conversion (Article 59, clause 1(k)). The portion of Article 59 reviewed does not require the whole invoice to be priced in AED.

Can I issue VAT invoices in English only?

The parts of Article 59 we reviewed contain no Arabic-language requirement for invoices. The FTA penalty schedule does penalise failing to provide tax records in Arabic when the FTA requests them, so be ready to supply Arabic versions on request.

How do I handle VAT on discounts and credit notes?

Show any discount on the tax invoice itself, and use a tax credit note when you need to reduce a supply after invoicing. The credit note rules are being replaced from 1 October 2026 under Cabinet Decision No. 149 of 2026, so check the new text before updating your template.
