UAE Voluntary VAT Registration: Who Qualifies & How to Apply

Can you register for UAE VAT voluntarily? Yes, from AED 187,500 of supplies or taxable expenses. See who qualifies, the documents and the timing.

Key takeaways

  • Yes, a UAE business can register for VAT voluntarily: the FTA sets the voluntary registration threshold at AED 187,500, and a business below the mandatory threshold of AED 375,000 may apply once it meets that figure (FTA, checked 5 November 2026).
  • A UAE business qualifies for voluntary VAT registration if its taxable supplies and imports, or its taxable expenses, exceeded AED 187,500 over the previous 12 months, or it expects them to exceed that figure in the next 30 days.
  • Voluntary VAT registration on the FTA's EmaraTax portal is free, takes about 45 minutes to prepare, and the FTA's stated processing time is 20 business days from receipt of a complete application.
  • A voluntarily registered business takes on the same filing duties as any other VAT registrant: returns are quarterly for businesses with turnover below AED 150 million, due usually within 28 days of the period end, with late filing penalised from AED 1,000.
  • A business that registers voluntarily and later wants out can apply to deregister, and the FTA lists making taxable supplies below AED 187,500 as a ground; the application is due within 30 business days of the obligation arising.

Can I register for VAT voluntarily in the UAE?

Yes. A UAE business that doesn't have to register for VAT can choose to, provided its taxable supplies and imports, or its taxable expenses, are above AED 187,500. The FTA describes this as a business that "may apply to register if it does not meet the mandatory registration criteria" and passes the voluntary tests below.

The legal framework is Federal Decree-Law No. 8 of 2017 on VAT and its Executive Regulation, Cabinet Decision No. 52 of 2017.

Who qualifies for voluntary VAT registration, and what counts towards AED 187,500?

A business qualifies on one of two tests: its past 12 months of taxable supplies, imports or taxable expenses exceeded AED 187,500, or it anticipates they will exceed AED 187,500 in the next 30 days. Counting taxable expenses means a start-up can register before it has sold anything.

The FTA's registration page uses the phrase "taxable expenses" without defining it, so we can't say from that page which costs count; ask the FTA or a tax agent before you rely on a particular purchase.

Say a start-up has spent AED 220,000 on rent, equipment and software that carried VAT, and hasn't invoiced a client yet. On the expense route it can ask to register, but the FTA wants evidence: its service page asks for "at least five VAT invoices with amounts exceeding the registration threshold". The example is hypothetical; confirm how the FTA applies that wording to your invoices.

What does voluntary VAT registration cost and how long does it take?

Registering for VAT with the FTA is free, and the FTA estimates about 45 minutes to prepare and submit the application. After that, the FTA says it processes a complete application within 20 business days of receiving it.

How do I register for VAT voluntarily on EmaraTax?

You register through EmaraTax, the FTA's portal, by creating a taxable person profile and applying under Value Added Tax. The FTA's service page lists these steps:

  1. Sign up for an EmaraTax account on the FTA website and activate it.
  2. Open the EmaraTax dashboard.
  3. Create a new Taxable Person Profile.
  4. Click "View" to open the Taxable Person Account.
  5. Click "Register" under Value Added Tax.
  6. Complete the application and upload the supporting documents.

The documents depend on whether you apply as a natural person or a legal person. They generally include licence or incorporation documents, Emirates ID and passport copies for owners and authorised signatories, and a stamped and signed declaration of taxable supplies with monthly sales since establishment. Applying on projected revenue needs signed and stamped purchase orders or contracts; files must be PDF, up to 15 MB each.

If you'd rather not track VAT filing and renewal dates by hand once you're registered, the free UAE compliance calendar lists them for your company: a free calendar of your company's UAE tax and compliance deadlines, personalised from a few questions, as a PDF and calendar file.

What duties and penalties come with voluntary VAT registration?

A voluntarily registered business has the same duties as a mandatory one: it files returns, pays on time and issues tax invoices. The AED 10,000 late-registration penalty doesn't apply while you're below the mandatory threshold, because you aren't required to register.

Can I deregister later if voluntary registration doesn't suit me?

Yes, you can apply to deregister, and the FTA lists making taxable supplies below the voluntary threshold of AED 187,500 as one of the grounds. You'll need to declare that you won't exceed the threshold within the next 30 days and attach a turnover template.

Per the FTA deregistration page (checked 5 November 2026), the application is due within 30 business days of the obligation arising, the FTA estimates 30 business days to process a complete one, and the final return and payment are due no later than 28 days from the effective date of deregistration.

The page sets no minimum period between registering and deregistering, but it doesn't rule one out, so ask the FTA if you plan to register only briefly.

What most guides don't tell you

  • Between AED 187,500 and AED 375,000 the choice is yours, but above AED 375,000 it isn't. Once your taxable supplies and imports pass the mandatory figure over 12 months, or you expect them to in 30 days, you must register. We couldn't verify the registration deadline from a readable official text, so check the Executive Regulation before your turnover gets close.
  • The expense route needs paperwork, not a plan. The FTA asks for VAT invoices for an expense-based application and signed contracts or purchase orders for a revenue forecast; a projections spreadsheet alone isn't on its list.
  • Filing starts whether or not you've traded. A registrant files a return for each tax period, so a start-up that registers on expenses still has returns to file.

Which deadlines apply to your company?

Once you're registered, your VAT return dates sit alongside licence renewal, corporate tax and any audit deadlines. The free UAE compliance calendar lists the dates that apply to your company, personalised from a few questions, as a PDF and calendar file.

Frequently asked questions

Should I register for VAT voluntarily if I'm below the threshold?
Below AED 187,500 of taxable supplies, imports or taxable expenses you don't meet the FTA's voluntary criteria, so the real choice sits between AED 187,500 and AED 375,000. In that band it can suit a business with heavy taxable costs or VAT-registered customers; it suits a business selling mostly to consumers less, because registration adds returns, tax invoices and penalty exposure.

How long does VAT registration take?
The FTA says it processes a complete application within 20 business days of receiving it, and estimates about 45 minutes to prepare and submit one on EmaraTax (FTA service page, checked 5 November 2026).

What documents do I need for VAT registration?
It depends on whether you apply as a natural person or a legal person, but generally includes licence or incorporation documents, Emirates ID and passport copies for owners and authorised signatories, and a stamped and signed declaration of taxable supplies with monthly sales since establishment. Invoices, contracts or purchase orders back up the figures.

What is the VAT registration threshold in the UAE?
The mandatory registration threshold is AED 375,000 and the voluntary registration threshold is AED 187,500 (FTA, checked 5 November 2026). The mandatory threshold does not apply to foreign businesses.

When do I need to register for VAT in the UAE?
You must register if the total value of your taxable supplies and imports exceeds AED 375,000 over the previous 12 months, or if you expect it to exceed that figure in the next 30 days. Failing to register within the legal timeframe carries an administrative penalty of AED 10,000 under the consolidated Cabinet Decision No. 40 of 2017 published by the Ministry of Finance.
