Key takeaways
- A UAE VAT registration application on the FTA's EmaraTax portal needs your trade licence, incorporation or partnership documents, Emirates ID and passport copies for owners and authorised signatories, and a signed and stamped declaration of your taxable supplies, plus supporting evidence of that turnover.
- The Federal Tax Authority (FTA) accepts VAT registration documents as PDF files of up to 15 MB each, so scan and size your files before you start the application.
- VAT registration is free; the FTA's stated target is 20 business days from receipt of a completed application (FTA service page, checked 06 November 2026).
- A UAE business must apply within 30 days of becoming required to register, and the penalty for missing that window is AED 10,000 under Cabinet Decision No. 40 of 2017.
- The mandatory VAT registration threshold is AED 375,000 of taxable supplies and imports; voluntary registration starts at AED 187,500 of supplies, imports or taxable expenses (FTA, checked 06 November 2026).
What documents do you need to register for VAT in the UAE?
You need proof of who the business is, who can sign for it, and why it qualifies to register. The FTA's VAT registration service page lists the following, with the exact set depending on your legal form:
| Document | What the FTA asks for | Applies to |
|---|---|---|
| Incorporation or partnership documents | Certificate of incorporation, memorandum of association or partnership agreement, where applicable | Companies and partnerships |
| Licence | Valid trade licence and any branch licences; commercial registration certificate or other official licensing document | All licensed businesses |
| Identity documents | Emirates ID and passport copies of the owners and authorised signatories | All applicants |
| Power of attorney | Needed where the manager isn't named in the memorandum of association, or where other individuals are added as signatories | Where signatories aren't in the constitutional documents |
| Turnover declaration | Signed and stamped declaration of total taxable supplies and monthly sales from establishment to the application date | Applicants registering on turnover |
| Supporting evidence | Invoices, purchase orders, contracts, ownership deeds, completion certificates or lease agreements | Applicants registering on turnover |
| Bank letter | Confirms account details; for legal entities the account must be in the company's name | Optional |
| Customs information | Provided if applicable | Importers |

Which documents prove your turnover for VAT registration?
The turnover declaration is the document that decides whether the FTA sees you as meeting a threshold, so it carries most of the weight. The FTA asks for a signed and stamped declaration of total taxable supplies and monthly sales from the date the business was established to the date of application, backed by evidence such as invoices, purchase orders, contracts, ownership deeds, completion certificates or lease agreements.
What counts as evidence depends on why you're registering:
| Registration basis | Evidence the FTA lists |
|---|---|
| Past supplies above the threshold | Invoices, purchase orders, contracts and similar records of actual sales |
| Expenses (voluntary registration) | At least five VAT invoices exceeding the registration threshold |
| Expected revenue | Valid documents such as signed and stamped purchase orders or contracts |

What are the VAT registration thresholds?
UAE-based businesses must register for VAT when taxable supplies and imports exceed AED 375,000, measured over the past 12 months or expected within the next 30 days. They may register voluntarily once supplies, imports or taxable expenses exceed AED 187,500. The mandatory threshold doesn't apply to foreign businesses, which have no minimum if they make taxable supplies in the UAE and nobody else is liable for the tax.
| Type of registration | Threshold | Who it applies to |
|---|---|---|
| Mandatory | AED 375,000 | UAE-resident businesses making taxable supplies |
| Voluntary | AED 187,500 | UAE-resident businesses (supplies, imports or taxable expenses) |
| Non-resident | No minimum | Non-UAE businesses making taxable supplies where no one else must pay the tax |

How do you submit VAT registration documents on EmaraTax?
You register through your own EmaraTax account, and the FTA says its services are only available through UAE Pass, so set that up first if you haven't. The FTA estimates about 45 minutes to complete the application once your files are ready.
- Sign up for an EmaraTax account on the FTA website and activate it.
- Log in to the EmaraTax dashboard.
- Create a new taxable person profile.
- Open the Taxable Person Account and click "View".
- Click "Register" under "Value Added Tax".
- Complete each section, upload your PDF documents (15 MB maximum each) and submit.
The FTA's target for reviewing a completed application is 20 business days, and the registration itself is free (FTA service page, checked 06 November 2026). If you'd rather not track these dates by hand, the free UAE compliance calendar lists them for your company.
What happens if you register for VAT late?
If you miss the deadline, the FTA can charge an administrative penalty of AED 10,000 for failing to submit a registration application within the time limit set by the tax law. The registration deadline is 30 days from the day you become required to register.
| Violation | Penalty | Legal basis |
|---|---|---|
| Failure to submit a VAT registration application within the legal timeframe | AED 10,000 | Cabinet Decision No. 40 of 2017, Table 1, Item 3 |
| Failure to submit a VAT deregistration application within the legal timeframe | AED 1,000, repeated monthly, up to AED 10,000 | Cabinet Decision No. 40 of 2017, Table 1, Item 4 |

What most guides don't tell you
- The turnover declaration is built from your books, so your books come first. The FTA wants monthly sales from the day the business was established. If your sales records sit in chat messages and half-finished spreadsheets, rebuilding them is usually what delays an application, not the upload itself. This is reasoning from the requirement, not an FTA statistic.
- Names and signatories have to line up across documents. The application brings together your licence, constitutional documents, Emirates IDs and any power of attorney. A manager who isn't named in the memorandum of association needs a power of attorney under the FTA's list, so check who is named where before you pick the authorised signatory.
- The registration clock starts earlier than most owners think. The test is supplies above AED 375,000 over the past 12 months or expected within the next 30 days, and the deadline is 30 days from that point. A big signed contract can trigger the obligation before the money arrives.
- A bank letter is optional, but the account name matters. For legal entities the FTA says the account must be in the company's name, so don't offer a personal account as a shortcut.
Which deadlines apply to your company?
VAT registration is one date among several: returns, tax payments, licence renewals and corporate tax filings each run on their own clock. The free UAE compliance calendar is a calendar of your company's UAE tax and compliance deadlines, personalised from a few questions, as a PDF and calendar file.
