Key takeaways
- A UAE full tax invoice names the buyer (with their TRN if the buyer is VAT registered) and shows net and VAT amounts line by line, while a UAE simplified tax invoice leaves out the buyer's details and shows items at gross value with the VAT as a separate line.
- A UAE VAT registrant can issue a simplified tax invoice under Article 59 of the VAT Executive Regulation when the customer isn't VAT registered or when the consideration is AED 10,000 or less, as of 08 November 2026.
- A simplified tax invoice can't be used in reverse charge cases; that exclusion has applied since 15 November 2024.
- Under Cabinet Decision No. 100 of 2025 (effective 29 September 2025), a UAE VAT registrant that must issue, or chooses to issue, e-invoices can no longer use the simplified format, so even small sales and zero-rated supplies need a full set of invoice data.
- UAE e-invoicing go-live is reported as 1 January 2027 for businesses with revenue of AED 50 million or more and 1 July 2027 for those below that level, so the simplified invoice has a limited lifespan for most registrants.
- A VAT-registered buyer who wants to recover input VAT should ask the supplier for a full tax invoice, even on a purchase of AED 10,000 or less.
What is the difference between a tax invoice and a simplified tax invoice in the UAE?
A full tax invoice identifies both parties and itemises each line before VAT; a simplified tax invoice drops the buyer's details and shows line items at the gross price with the tax included in a separate line. Both are issued by a VAT-registered supplier for a taxable supply, and the choice depends on who the customer is and how much the sale is worth.
| Feature | Full tax invoice | Simplified tax invoice |
|---|---|---|
| Heading | The words "Tax Invoice" | The words "Tax Invoice" |
| Supplier details | Name, address and TRN | Name, address and TRN |
| Buyer details | Name, address and TRN (if the buyer is VAT registered) | Not required |
| Line item values | Net value and VAT per line, then a gross total | Gross value per line, with the tax shown as a separate line |
| Typical use | Business to business sales, large sales, reverse charge cases | Retail-style sales, small sales, unregistered customers |
| Available under e-invoicing | Yes | No, once the registrant is within the e-invoicing system |
Accurate as of 08 November 2026. The full list of required particulars sits in Article 59 of the Executive Regulation of Federal Decree-Law No. 8 of 2017, and it includes a sequential invoice number, the invoice date, the supply date if it differs, a description of the goods or services, the tax rate and the tax amount in AED.
When can you issue a simplified tax invoice?
A VAT registrant may issue a simplified tax invoice when the customer isn't VAT registered, or when the consideration for the supply is AED 10,000 or less. Reverse charge supplies are excluded from this option.
| Situation | Invoice you can issue | Basis |
|---|---|---|
| Customer isn't VAT registered | Simplified tax invoice allowed | Article 59, Executive Regulation |
| Customer is VAT registered and consideration is AED 10,000 or less | Simplified tax invoice allowed | Article 59, Executive Regulation |
| Customer is VAT registered and consideration is above AED 10,000 | Full tax invoice | Article 59, Executive Regulation |
| Reverse charge applies | Full tax invoice only | Article 59(5), as amended by Cabinet Decision No. 100 of 2024, from 15 November 2024 |
| You must issue or choose to issue an e-invoice | Full data set only | Article 59(16), added by Cabinet Decision No. 100 of 2025, from 29 September 2025 |
Accurate as of 08 November 2026. Say a SHAMS trading company sells equipment parts to a VAT-registered buyer for AED 8,500: on paper it could issue a simplified invoice, but the buyer will want the full version to support its input VAT claim, so the supplier ends up issuing the full one anyway.
What is the deadline for issuing either invoice?
A tax invoice is generally due within 14 days of the date of the supply. A supply of goods delivered on 1 April therefore needs its invoice out by 15 April. As of 08 November 2026, check Article 59 for the timing of periodic supplies and instalments before you build an invoicing schedule around this.
Is the simplified tax invoice going away with e-invoicing?
For businesses inside the UAE e-invoicing system, yes. Cabinet Decision No. 100 of 2025, effective 29 September 2025, added a clause to Article 59 so that once a registrant must issue (or voluntarily issues) an e-invoice, the clauses that allowed simplified invoices and several FTA administrative relaxations stop applying to it.
The e-invoicing system itself rests on Ministerial Decision No. 243 of 2025 (the system) and No. 244 of 2025 (implementation), with penalties set in Cabinet Decision No. 106 of 2025. Voluntary adoption was open from 1 July 2026. The mandatory dates reported by Big Four alerts are below; confirm them on the Ministry of Finance portal, which the FTA names as the official source for timing.
| Group | Mandatory go-live | Notes |
|---|---|---|
| Revenue of AED 50 million or more | 1 January 2027 | Reported by Deloitte and other advisers; ASP appointment deadline has been reported as moved, so check the Ministry of Finance portal |
| Revenue below AED 50 million | 1 July 2027 | ASP appointment reported for 31 March 2027 |
| Government entities | 1 October 2027 | Reported by Deloitte |
Accurate as of 08 November 2026. The FTA states that PDFs, Word files, images and emailed scans aren't e-invoices; an e-invoice is structured data exchanged through an Accredited Service Provider and reported to the FTA. If you'd rather not track these dates by hand, the free UAE compliance calendar lists them for your company.
How do you decide which invoice to issue?
Start with the customer, then the amount, then whether you're already inside the e-invoicing system. Follow these steps for each sale:
- Confirm that your company is VAT registered on EmaraTax and that the supply is taxable; a zero-rated supply is still a taxable supply for invoicing purposes.
- Check whether you are required to issue, or have chosen to issue, e-invoices; if so, issue the full data set every time.
- Check whether reverse charge applies; if it does, a full tax invoice is the only option.
- Check the customer's VAT status: if they hold a TRN and the amount is above AED 10,000, issue a full tax invoice.
- If the customer isn't VAT registered, or the amount is AED 10,000 or less, a simplified tax invoice is allowed; for a VAT-registered buyer, offer the full invoice anyway.
- Issue the invoice within 14 days of the supply and keep a copy with your VAT records.

What most guides don't tell you
- The AED 10,000 option is a permission, not a recommendation. A VAT-registered buyer needs a proper invoice to support an input VAT claim, so a supplier that sends simplified invoices to registered businesses invites a follow-up request and a reissue. Defaulting to the full invoice for any business customer costs nothing extra.
- Reverse charge flips the burden. Because Article 59(5) bars simplified invoices where reverse charge applies, the party raising the document on a reverse charge purchase should use the full format. Many accounting templates still default to a short-form invoice for small amounts.
- Zero-rated sales are not invoice-free. Under the e-invoicing amendments, zero-rated supplies need a full tax invoice, so exporters and other zero-rated sellers can't rely on older exceptions once they are in the system.
- A voluntary move to e-invoicing ends the simplified format too. Voluntary adoption has been open since 1 July 2026, so check what your accounting system will switch off before you opt in.
Which deadlines apply to your company?
Your invoicing format, e-invoicing date and VAT return dates all depend on your revenue and licence type. The free UAE compliance calendar gives you a calendar of your company's UAE tax and compliance deadlines, personalised from a few questions, as a PDF and calendar file.
Frequently asked questions
What is a valid tax invoice in the UAE? A valid UAE tax invoice carries the words "Tax Invoice", the supplier's name, address and TRN, a sequential number, the date, a description of each supply and the VAT charged in AED, plus the buyer's name, address and TRN where the buyer is VAT registered. It should be issued within 14 days of the supply.
Do I need to issue invoices in AED? You can invoice in another currency, but the gross total and the VAT amount must also be shown in AED together with the exchange rate used. FTA guidance (VATP006) points to the UAE Central Bank rate on the date of supply.
What is the difference between a zero-rated and an exempt supply in UAE VAT? A zero-rated supply is taxable at 0%, so the supplier still recovers related input VAT, while an exempt supply carries no VAT and related input VAT generally can't be recovered. Zero-rated supplies still need a tax invoice, and under the e-invoicing amendments that means the full format.
