Key takeaways
- A UAE business below the AED 375,000 mandatory VAT threshold can still register voluntarily once its taxable supplies, imports or taxable expenses exceed AED 187,500 over the previous 12 months, or it expects them to in the next 30 days (FTA, checked 6 November 2026).
- Voluntary VAT registration lets a UAE business recover VAT on its costs, but it must then charge VAT at 5% on taxable sales and file returns, so the decision turns on who your customers are.
- A voluntarily registered UAE business files VAT returns quarterly if its turnover is below AED 150 million, usually within 28 days of the period end, and a late return costs AED 1,000 the first time and AED 2,000 for a repeat within 24 months.
- Voluntary VAT registration is not a trial: the FTA allows deregistration only where taxable supplies fall below the AED 187,500 voluntary threshold and the business will not exceed the threshold within the next 30 days.
- The FTA charges nothing to register and gives a processing time of 20 business days from a completed application on EmaraTax.
Can you register for VAT voluntarily if you're below the threshold?
Yes. A UAE-resident business making taxable supplies can register voluntarily when its taxable supplies, imports or taxable expenses exceed AED 187,500 over the previous 12 months, or when it expects them to exceed that figure in the next 30 days. The FTA publishes both thresholds on its registration page, and neither figure was changed on that page as of 6 November 2026.
Because expenses count, a start-up with little revenue but real costs can qualify before it bills much. The mandatory test is stricter and looks only at supplies and imports.
| Test | Measure | Threshold | Look-back / look-forward |
|---|---|---|---|
| Mandatory registration | Taxable supplies and imports | AED 375,000 | Previous 12 months, or expected in next 30 days |
| Voluntary registration | Taxable supplies, imports or taxable expenses | AED 187,500 | Previous 12 months, or expected in next 30 days |
Source: FTA, Registration for VAT, checked 6 November 2026. The mandatory threshold does not apply to non-resident businesses. VAT is governed by Federal Decree-Law No. 8 of 2017; amendments in Federal Decree-Law No. 16 of 2025 took effect on 1 January 2026.
What do you gain by registering voluntarily?
The main gain is the right to recover VAT charged on your business costs, which an unregistered business cannot do. A registered business also gets a Tax Registration Number, which some VAT-registered customers and suppliers expect to see on invoices.
Recovery only has value if you pay VAT on meaningful costs. A consultancy whose main cost is salaries (which carry no VAT) gains little; a trading company buying stock and equipment from VAT-registered suppliers gains more.
What does voluntary registration cost you?
Voluntary registration costs you a 5% charge on taxable sales, regular returns, and exposure to the same penalties as any registered business. The 5% standard rate appears in the FTA's VAT calculator; the real question is whether your customers can absorb it.
| Obligation or penalty | Amount or rule | Source |
|---|---|---|
| Standard VAT rate | 5% | FTA VAT page |
| Return frequency | Quarterly below AED 150 million turnover; monthly at AED 150 million or more | u.ae |
| Return deadline | Usually within 28 days of the end of the tax period | u.ae |
| Late return | AED 1,000 first time; AED 2,000 for repeat within 24 months | Cabinet Decision No. 40 of 2017, Table 1 |
| Late payment | 14% per annum, charged monthly | Cabinet Decision No. 40 of 2017, Table 1 |
| Late deregistration application | AED 1,000 monthly, capped at AED 10,000 | Cabinet Decision No. 40 of 2017, Table 1 |
Penalty amounts reflect the table as amended by Cabinet Decision No. 129 of 2025, effective 14 April 2026, per the Ministry of Finance consolidated text (unofficial translation), checked 6 November 2026. The FTA may assign a different tax period to certain businesses, so confirm yours in EmaraTax.

Who should register voluntarily, and who should wait?
Register voluntarily if most of your customers are VAT-registered businesses and you pay VAT on real costs; wait if you sell mainly to consumers who can't recover VAT and your costs carry little of it. The counter-case is a start-up that expects to cross AED 375,000 soon, because registering early removes the risk of missing the 30-day mandatory deadline.
Say a trading company buys AED 150,000 of goods and services a year that carry 5% VAT, and sells AED 250,000 a year to individuals. If it registers and adds VAT on top, it charges AED 12,500 and recovers AED 7,500, so it pays the FTA AED 5,000 net. Its customers pay 5% more, or the company absorbs it. If the same company sold to VAT-registered businesses, those customers would recover the charge and the registration would cost them nothing. This example is hypothetical and assumes every cost is fully recoverable.
How do you register for VAT voluntarily?
You register on EmaraTax, the FTA's portal, and the FTA charges no fee. The steps follow the FTA's service page.
- Sign up for an EmaraTax account on the FTA website and activate it.
- Log in to the EmaraTax dashboard.
- Create a Taxable Person Profile for your business.
- Open the Taxable Person Account and select Register under Value Added Tax.
- Complete the application and upload your documents as PDFs (maximum 15 MB each).
- Wait for the FTA's decision: the service page states 20 business days from receipt of a completed application.
The FTA asks for incorporation and licence documents, Emirates ID and passport copies for owners and signatories, a signed and stamped declaration of taxable supplies with monthly sales since establishment, and supporting invoices, contracts or purchase orders. For applications based on expenses, it asks for at least five VAT invoices.
Can you cancel voluntary VAT registration later?
You can apply to deregister only if your taxable supplies are below the AED 187,500 voluntary threshold, and the FTA wants a signed, stamped declaration that you won't exceed the registration threshold in the next 30 days. You also submit a turnover template from your registration date, then file a final return within 28 days of the deregistration effective date. The FTA gives 30 business days to process a completed deregistration application.
If you must deregister and delay, the penalty is AED 1,000 per month, up to AED 10,000. Voluntary registration therefore commits you for as long as your business stays above the threshold.
What most guides don't tell you
- Expenses can qualify you, but the FTA wants proof. Expense-based applications need VAT invoices, and revenue-based ones need evidence such as stamped contracts or purchase orders. An application built on estimates alone tends to stall.
- Registration starts your filing clock immediately. From the effective date you owe returns even for quiet periods, so a business with seasonal sales still files every quarter.
- VAT paid before your registration date is a grey area. The rules for recovering it carry time limits, and we couldn't confirm the figures from an official text for this post. Check Cabinet Decision No. 52 of 2017 or ask the FTA before budgeting for it.
- Registering early can protect you. A voluntary registrant that grows past AED 375,000 is already on the register, so the AED 10,000 late registration penalty cannot arise.
Which deadlines apply to your company?
Once you're registered, VAT returns, payments and corporate tax dates run in parallel, and missing one costs money. The free UAE compliance calendar lists them for your company.
Frequently asked questions
What is the VAT registration threshold in the UAE?
Registration is mandatory once taxable supplies and imports exceed AED 375,000 over the previous 12 months, or are expected to exceed it in the next 30 days. Voluntary registration opens at AED 187,500, measured on taxable supplies, imports or taxable expenses (FTA, checked 6 November 2026).
Can I register for VAT voluntarily?
Yes, if your UAE business makes taxable supplies and your supplies, imports or taxable expenses exceed AED 187,500 over the previous 12 months, or you expect them to in the next 30 days. You apply on EmaraTax, and the FTA charges no fee.
How long does VAT registration take?
The FTA's service page gives 20 business days from the date it receives a completed application. An incomplete application can take longer because the FTA asks for the missing documents first.
What documents do I need for VAT registration?
The FTA asks for your licence and incorporation documents, Emirates ID and passport copies for owners and signatories, and a signed and stamped declaration of taxable supplies with monthly sales since you started. Supporting invoices, contracts or purchase orders are also required, and the list varies by business type.
What is the penalty for late VAT registration?
The penalty for failing to submit a registration application within the legal timeframe is AED 10,000 (Cabinet Decision No. 40 of 2017, Table 1, as amended; checked 6 November 2026). A business that is already registered voluntarily cannot miss the 30-day mandatory deadline, because it is already on the register.
