How Many Visas Can a UAE Free Zone Licence Get?

Free zone visa limits vary by zone, package and office size. DMCC allows up to 3 visas on a flexi desk; Meydan cites 0 to 6. See how to check yours.

Key takeaways

  • No single national number exists for free zone visas: each free zone authority sets its own quota, and u.ae states that most free zone authorities cap the number of visas per business.
  • DMCC publishes a quota that follows workspace type: up to 3 visas on a flexi desk, 4 or 5 on a serviced office depending on size, and 1 visa for every 9 square metres of physical space (checked 08 October 2026).
  • Meydan Free Zone says its licences start with 0 to 6 visa allocations depending on licence type and office size, and a Sharjah free zone guide describes a typical Sharjah licence as carrying 0 to 6 visas depending on package and entity.
  • A free zone quota can usually be raised by moving to larger premises or applying for an increase, but the free zone authority has to approve it.
  • A free zone owner's own investor or partner visa may need an available allocation under the same licence, so a quote that says "3 visas" does not automatically mean 3 for employees.

How many visas can a free zone licence get?

It depends on the free zone, the licence type and the workspace you rent; there is no fixed figure across the UAE. The u.ae portal says most free zone authorities impose a quota or limit on the number of visas issued to each business, and that you apply for work permits and residence visas through the free zone authority concerned.

In practice, published ranges cluster between zero and six for entry-level licences, with larger numbers tied to bigger offices or higher licence fees. Zero-visa licences exist too: SHAMS, for example, lists zero-visa packages alongside packages with one, two and three visas.

How do free zones set the visa quota?

Most free zones link the quota to the space you rent, and some also link it to the licence fee or the licence type. The table shows what each source published when checked; where a zone gave no figure, the table says so rather than guessing.

Can I increase my free zone visa quota later?

Usually yes, but not automatically. The u.ae portal says companies can increase their visa quota by moving to bigger offices or by applying for an increase, subject to the free zone authority's approval. DMCC says a company's quota may be eligible for an increase in some instances.

Meydan says additional allocations can be requested as a business grows, and that larger quotas may require review of the business plan, operational structure and office requirements. Treat an upgrade as a negotiation with its own cost, not a form.

Does the owner's own visa use up the quota?

It may, and the answer depends on the free zone. Meydan states that the company must have visa allocation capacity before an investor visa can be activated, and it lists an available visa allocation as one condition of owner eligibility. Meydan's page does not say whether the owner's visa counts toward the six-allocation limit.

Say a consultancy plans five hires in its first year and is quoted a package with 3 visas (a hypothetical case). If the owner's investor visa draws from the same pool, only 2 slots may remain for staff, so the owner needs to ask the question before choosing the package, not after the second hire.

How do I find out how many visas my licence actually has?

Ask the free zone for the allocation in writing, because brochures often say "visas included" without a number. The steps below follow the process Meydan describes; your zone may order them differently.

  1. Ask the free zone, or your formation agent, for the visa allocation attached to your exact licence package, and the price of adding more.
  2. Confirm whether the owner's investor or partner visa uses one of those slots.
  3. Complete licence issuance and have the establishment card or immigration profile opened with the free zone; Meydan says the establishment card "opens up your visa quota".
  4. Check the premises: confirm whether your flexi desk, serviced office or leased space is the one the quota was calculated on.
  5. Submit each employee's entry permit or status change through the free zone, then complete the medical test and Emirates ID.
  6. Keep the quota letter or package schedule with your licence file for renewals.

What most guides don't tell you

An allocation is a ceiling, not an entitlement. Having 3 slots on paper does not issue 3 visas; each application still needs the establishment card, the entry permit, the medical test and Emirates ID, plus the government and free zone fees, which differ by zone and package.

Free zone pages disagree with themselves. The SHAMS package page we checked shows different prices for the same visa package in different tables, so the number you are quoted verbally may belong to another tier. Get a signed schedule, not a screenshot.

Mainland rules are separate. A mainland company registered with MOHRE gets work permit quotas under federal e-quota rules, while a free zone company deals with its own authority. Moving a business between the two changes who sets your quota.

Which deadlines apply to your company?

Your visa renewals, licence renewal, VAT and corporate tax filings all run on different dates, and more staff means more renewals. The free UAE compliance calendar is a free calendar of your company's UAE tax and compliance deadlines, personalised from a few questions, as a PDF and calendar file.

Frequently asked questions

What is the visa quota and how is it calculated? A visa quota is the maximum number of residence visas a licence can sponsor, set by the free zone authority. DMCC calculates it from workspace type: up to 3 for a flexi desk, 4 or 5 for a serviced office, and 1 per 9 square metres of physical space.

Can I get an investor visa through my company? Yes, in most cases. Meydan lists being a shareholder or partner, holding an active trade licence and having a visa allocation available as the conditions, and DMCC lists a partner or investor visa among its four visa types.

What is the Golden Visa route for business owners? The u.ae portal lists investor routes that include a minimum capital of AED 2 million and a contribution to an establishment paying at least AED 250,000 a year in taxes (as of October 2026). Which route fits your company is a question for the issuing authority.

Is a freelance permit better than a company licence for a solo consultant? A freelance permit is built for one person: SHAMS, for example, sells a freelance 0-visa and a freelance 1-visa package. A company licence can carry more visas, so choose on whether you expect to hire.
