Employee Health Insurance in Dubai: Rules, Penalties, Costs

Dubai employers must insure staff under Law No. 11 of 2013; the fine is AED 500 per uninsured person per month. Who pays, dependants, other emirates.

Key takeaways

  • Yes: an employer in Dubai must provide health insurance for its employees, and the rule covers free zone companies as well as mainland ones (Dubai Health Insurance Law, Law No. 11 of 2013).
  • The Dubai Health Authority (DHA) fine for an uninsured employee or dependant is AED 500 per month per person (Executive Council Resolution No. 7 of 2016, as stated in DHA General Circular 08/2016).
  • Insurance is also a visa condition: Dubai's system links the DHA member register to the immigration authority, so employment visas can't be issued or renewed without a valid policy.
  • In Dubai, the employer insures and pays for employees; the sponsor, which is usually the employee, is responsible for insuring resident dependants.
  • Every Dubai policy must meet or exceed the DHA Essential Benefits Plan (EBP), and employees earning AED 4,000 or less gross a month must be placed with a DHA Participating Insurer.
  • Abu Dhabi has its own law, and the Northern Emirates (Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah) added a private-sector requirement from 1 January 2025, so a company with staff in several emirates needs to check each one.

Do I need health insurance for my employees in Dubai?

Yes. Under Law No. 11 of 2013, employers in Dubai, free zones included, are responsible for providing health insurance to their employees, and sponsors must cover their resident dependants (Dubai Government, dubai.ae, checked 23 October 2026).

The obligation sits with the company, not the employee. DHA's employer guidance says employers can't deduct the premium from an employee's pay. Domestic workers are covered too, and the sponsor arranges and pays for their policy.

If you're a founder with a Dubai licence and one or two visas, the rule applies to you from the first visa onwards.

What penalties apply if I don't insure my staff in Dubai?

The DHA fine is AED 500 per month for each uninsured employee or dependant, and the immigration authority (GDRFA) may also fine the sponsor or hold up visa services (DHA General Circular 08/2016).

Say a Dubai trading company lets the policies for three employees lapse for two months. Using the DHA rate, that's 3 × 2 × AED 500 = AED 3,000, before any visa delay. The rate is small; the disruption to renewals is the bigger cost.

What must a Dubai health insurance policy cover?

Every new policy in Dubai must meet or exceed the DHA Essential Benefits Plan, and a plan with richer benefits is allowed on top of that floor (DHA Policy Directive 11/2020, revised 25 November 2022).

  • Minimum standard: all group and individual policies issued on or after 1 January 2015 must meet or exceed the EBP.
  • Lower salary band: employees earning AED 4,000 or less in gross monthly salary must be insured through a DHA Participating Insurer; higher earners can use any insurer holding a Dubai Health Insurance Permit.
  • Top-up policies: these must add benefits without duplicating the main policy, and they can't reduce its coinsurance.
  • Foreign policies: residents can keep a policy bought abroad, but they must also hold a local policy that meets the minimum.

DHA's 2015 employer pack gave an EBP annual claims limit of AED 150,000 and a premium range of AED 520 to 730 per member per year for that year. Those are historic figures; premiums move, so get current quotes from DHA-permitted insurers rather than relying on them.

Who pays for dependants, and who must be insured?

In Dubai, the sponsor must insure resident dependants, and for most employees the sponsor is the employee, not the company (Dubai Government, dubai.ae, checked 23 October 2026).

Dependants here means spouses, children and domestic workers. DHA's employer pack says employer-funded dependant cover is encouraged rather than mandatory, so whether your company pays is a contract and benefits decision. Say so in the employment contract, because a dependant's visa can't be renewed without cover.

How does the rule differ in Abu Dhabi and the Northern Emirates?

Abu Dhabi and Dubai each run their own scheme, and the Northern Emirates joined with a requirement for private-sector workers from 1 January 2025 (u.ae, checked 23 October 2026).

Per u.ae, the Northern Emirates policy is valid for two years, workers over 64 submit a medical disclosure form, and dependants can access the same benefits and pricing as the worker's policy. Workers with valid permits issued before the start date are exempt until their residency permits come up for renewal.

What most guides don't tell you

  1. The visa system catches the gap, not an inspector. Because Dubai links the DHA member register to GDRFA, an expired policy shows up when you next process a visa. Renew policies before the visa work starts, not after a rejection.
  2. Data errors can block visas. DHA requires member data to be accurate, including Emirates ID and salary band details, and says missing or wrong data can block visa issuance. A broker's sloppy upload becomes your visa problem.
  3. A salary change can change the insurer. The AED 4,000 line decides whether an employee must sit with a Participating Insurer. After a pay rise or cut, ask your broker to recheck the category.
  4. A multi-emirate team has three regimes. Staff on a Dubai visa, an Abu Dhabi visa and a Sharjah visa fall under different rules, so one blanket policy from one provider may not satisfy all three.

Frequently asked questions

What is the UAE unemployment insurance scheme and is it mandatory?

It's a separate scheme from health insurance: employees in the federal government and private sectors must subscribe, with premiums capped at AED 5 a month for basic salary under AED 16,000 and AED 10 a month above that. The AED 400 fine for not subscribing or not paying falls on the worker, and investors who own the establishment are excluded (u.ae, checked 23 October 2026).

How do I renew employee visas in bulk?

Each visa renewal is checked on its own, so every employee needs a valid health policy at the time of renewal in Dubai. Line up the policies first, then submit the visas through your PRO or the relevant authority's portal.

How do I get a visa for myself as the owner of a free zone company?

The owner's visa follows your free zone's process, and in Dubai health insurance is a visa condition for residents, free zones included. Ask your free zone for its current visa checklist before you buy a policy so the cover matches what it asks for.

What are the fines for not meeting Emiratisation quotas?

Companies with 50 or more employees that miss the target pay a financial contribution per unfilled Emirati post: AED 6,000 a month from 2023, rising by AED 1,000 each year until 2026 (u.ae, checked 23 October 2026). Check MOHRE for the current-year figure and for the separate administrative penalties on companies that circumvent targets.

Which deadlines apply to your company?

Health policies, visa renewals, licence renewals, VAT and corporate tax all run on different dates, and a lapse in one can hold up another. The free UAE compliance calendar is a calendar of your company's UAE tax and compliance deadlines, personalised from a few questions, as a PDF and calendar file.
