Key takeaways
- The Dubai Unified Licence (DUL) is a unique commercial identification that Dubai Economy and Tourism (DET) gives to businesses in Dubai, whether they hold a mainland or a free zone licence; DET announced it on 11 December 2023 with the Dubai Free Zones Council and had issued over 50,000 by then.
- The Dubai Unified Licence sits alongside a trade licence rather than replacing it: JAFZA's guide says it must be read with a valid and active trade licence certificate, and that no economic activity may be conducted unless the DUL is issued and remains valid.
- A Dubai free zone company needs a Dubai Unified Licence to apply for the Free Zone Mainland Operating Permit, which costs AED 5,000 for each six-month period (Dubai Media Office, 8 October 2025).
- Existing Dubai businesses receive their DUL number and QR code after a data update, and Meydan Free Zone says a new licence gets its DUL when the licence is issued, so most owners don't file a separate DUL application.
- We found no official fee for the Dubai Unified Licence itself, so ask your licensing authority to confirm any DUL charge in writing before you pay it.
What is the Dubai Unified Licence?
The Dubai Unified Licence is a unique commercial identification, with a QR code, that gives each business in Dubai one digital identity. DET announced it on 11 December 2023 together with the Dubai Free Zones Council, and DET's Dubai Business Licence Corporation runs and supervises the system (Dubai Media Office, 11 December 2023).
Behind the number sits a unified digital registry of economic establishments in Dubai and its free zones. Each business goes through validation, verification and screening before it receives its digital identity, and the registry supports consent-based data sharing between government entities, service providers and the private sector. DET listed simpler NOCs and permits, verified business data and alignment with the national AML/CFT strategy as aims, and said it planned to make bank account opening easier for Dubai companies; that last point is a stated goal, so don't assume a bank will skip its own checks because you hold a DUL.
The QR code can be shown on premises, a website or social media instead of a paper trade licence certificate. Scanning it lets a customer, supplier or government entity retrieve company information.
Do I need a Dubai Unified Licence?
If your business is licensed in Dubai, yes: DET's announcement covers existing and new businesses under either a mainland or a free zone licence, and JAFZA's guide says all businesses in Dubai will be issued one and that no economic activity may be conducted unless the DUL is issued and remains valid. We found no published penalty for lacking one, so we don't quote a fine.
The DUL is a Dubai scheme. A company licensed in Sharjah, Abu Dhabi or another emirate isn't covered by it, and a Dubai licence doesn't extend to other emirates either. The table shows how the DUL differs from the other numbers and permits it gets confused with.
| Item | Issued by | What it does | Cost |
|---|---|---|---|
| Trade licence number | The licensing authority that incorporated you (DET or a Dubai free zone) | Identifies your licence with that one authority | Set by that authority |
| Dubai Unified Licence (DUL) number and QR code | DET registry, with the Dubai Free Zones Council | Identifies your business across Dubai mainland and free zones | Not published in the official sources we checked |
| Free Zone Mainland Operating Permit | DET's Dubai Business Registration and Licensing Corporation | Lets a free zone company with a DUL carry out non-regulated activities on the Dubai mainland | AED 5,000 per six months |

How do I get or check my Dubai Unified Licence?
You usually don't file a separate application: DET said existing businesses receive their DUL number and QR code after a data update, and Meydan Free Zone says it generates the DUL when it issues the trade licence. What you do is confirm that yours exists and that your details are current.
- Search the Dubai business directory on Invest in Dubai (investindubai.gov.ae); it can be searched by business name or by DUL number.
- If your business isn't listed, ask the authority that issued your licence (DET for mainland, your free zone otherwise) whether a DUL has been issued and whether a data update is outstanding.
- Update the licence data and contact details when asked; the Dubai Free Zones Council works with each free zone to collect them from licence holders.
- Keep the trade licence valid: Meydan Free Zone says a lapsed licence makes the DUL show as inactive, which blocks banking and government portal access until reinstated.
- Use the QR code on your website or premises if you want to, in place of showing the paper certificate.
If you'd rather not track licence renewals and tax dates by hand, the free UAE compliance calendar lists them for your company: a free calendar of your company's UAE tax and compliance deadlines, personalised from a few questions, as a PDF and calendar file.
How much does a Dubai Unified Licence cost?
No official DUL fee is published in the sources we checked: neither DET's announcement nor the Dubai Free Zones Council page mentions one. The only DUL-linked government figure we could verify is the Free Zone Mainland Operating Permit fee, which needs a DUL but is a separate product.
Some provider websites quote DUL application or renewal fees, and they disagree with each other; we couldn't tie any of them to a government fee schedule, so we don't repeat them. Ask your licensing authority which fees are for the trade licence, which are for the DUL and which are adviser charges, and get the split in writing. Fees as of 11 October 2026.

What most guides don't tell you
- A blank DUL field on your certificate doesn't prove you have no DUL. Meydan Free Zone says the dedicated DUL field on its trade licence only populates at the first amendment or renewal, so check the directory or ask your authority before assuming it is missing.
- A DUL is an identity, not an operating right. A free zone company with a DUL still can't trade on the Dubai mainland without a separate authorisation; the operating permit launched with non-regulated activities such as technology, consultancy, design, professional services and trading, and regulated activities need their regulator's approval.
- Stale contact details are the likeliest reason to be missing a DUL. Because existing businesses receive the number after a data update, out-of-date mobile numbers, emails or partner details held by your licensing authority can delay it; this is reasoned from the process DET describes, not a published rule.
- Check your free zone's own wording. Free zones describe the DUL slightly differently (JAFZA ties it to a valid trade licence, Meydan ties it to licence issue), so ask yours how it handles new licences, renewals and amendments.
Which deadlines apply to your company?
A Dubai licence brings renewal, VAT, corporate tax and possibly audit dates, and a lapsed licence also deactivates your DUL. The free UAE compliance calendar lists the deadlines that apply to your company, personalised from a few questions.
Frequently asked questions
How do I get a UAE company registered with the Chamber of Commerce?
In Dubai, a business licensed by DET becomes a Dubai Chambers member when its licence is issued, unless it is exempt as a microenterprise or small-sized enterprise, under Dubai Chambers Board of Directors Resolution No. (4) of 2023, Article 2. Free zone establishments can join voluntarily with their licensing authority's approval, and other emirates have their own chambers, so check the one covering your licence.
Does my employer need to give me an NOC to start a side business?
Federal Decree-Law No. 33 of 2021 has no article we found that requires an employer NOC for owning a company, so any requirement comes from your contract or the licensing authority. SHAMS states it doesn't require a NOC from your existing sponsor, but other authorities may differ.
Can I set up a company in the UAE while employed by another company?
Yes, in general: Federal Decree-Law No. 33 of 2021 doesn't ban a private-sector employee from owning a company. What limits you is the contract, the confidentiality duty in Article 16(4) and any non-compete.
What questions should I ask a business setup consultant before paying?
Ask for the licensing authority, the permitted activities, the visa quota and every fee in writing, and ask which fees recur each year. Also ask who will do the work and which licensed entity receives your money.
