Key takeaways
- The business activities on a UAE trade licence decide what you can legally invoice for, so list the activities that match your real revenue streams rather than the cheapest or broadest option.
- Dubai's Department of Economy and Tourism (DET) lets a licence carry more than one activity, but says the activities should have something in common; its example is computer maintenance and computer trade.
- Changing, adding or deleting an activity on a Dubai mainland licence costs a AED 500 base amendment fee, as of October 2026, and DET lists external approval as a requirement for activity changes.
- SHAMS (Sharjah Media City free zone) states that a single licence can combine up to five activities, as of October 2026; other free zones set their own caps, so check the one you plan to use.
- Activity wording can affect corporate tax: free zone companies only get the 0% rate on income from qualifying activities listed in Ministerial Decision No. 229 of 2025, so the activities you choose should be checked against that list.
Why do the activities on a trade licence matter?
The activities on your licence define what the licensing authority permits your company to do, and banks, landlords, customers and the tax authority all read them. A service you sell that isn't on the licence is a gap you'd have to close by amendment before invoicing for it.
Three things hang off the activity list: whether you need approval from another government body, which licence category you fall into, and how the activity is treated for tax. Treat it as a decision with downstream effects, not a form field. Fixing a poor choice later means an amendment: on Dubai's mainland, DET's published amendment service is the route for changing the list afterwards.
How do I choose the right activities for my licence?
Start from what you will actually bill customers for in the next 12 to 24 months, then match each revenue stream to an activity on the licensing authority's own list. Use the authority's list, because the activity descriptions are what the licence will say.
A practical sequence:
- Write down every service or product you expect to invoice, with a one-line description of each.
- Search the authority's activity list: DET's e-services portal for Dubai mainland, or the free zone's activity directory (SHAMS publishes a browsable list).
- Pick the closest match for each revenue stream; avoid padding the licence with activities you have no plans to use.
- Check whether any chosen activity needs approval from another authority (see the section on approvals below).
- Check the combination: DET says multiple activities should have something in common, and a free zone may cap the number outright.
- Confirm the licence category your activities fall into before you pay.
If an activity sits close to a regulated field (finance, healthcare, education, legal services), expect the licensing authority to ask for more.
Which licence category do my activities fall into on the Dubai mainland?
On the Dubai mainland, the activity decides the licence type: dubai.ae lists industrial, commercial, professional, e-trader and dual licences, each tied to a kind of activity.
| Licence type | What dubai.ae says it covers |
|---|---|
| Industrial | Manufacturing, production, packaging and processing |
| Commercial | Buying and selling most goods and services, including import and export, logistics, software, construction and real estate |
| Professional | Services based on intellectual or artistic abilities |
| E-trader | Home-based individuals or entrepreneurs selling via social media or other online platforms |
| Dual | Companies in specific free zones extending to the mainland |

A mix of, say, product sales and consulting may not fit neatly into one category, which is a good reason to settle the activity list with the authority before you commit to a legal form.
How many activities can I put on one licence?
There's no single UAE-wide number: each licensing authority sets its own rule. DET says its licence can carry more than one activity if they share a common thread, while SHAMS states a limit of five.
| Authority | What it says | Source |
|---|---|---|
| DET (Dubai mainland) | The licence owner can add more than one activity; activities should have something in common | DET e-services help and FAQ |
| SHAMS free zone | Up to five activities on one licence | SHAMS website |
| Other free zones | Not covered here; limits differ by zone | Check the free zone's own rules |
Accurate as of 05 October 2026. The DET help page we checked gives no numeric cap, so some third-party guides quoting a figure for the mainland couldn't be verified against DET and are left out here.
Do some activities need approval from another authority?
Yes: where the activity falls under another regulator, the licensing authority needs that regulator's approval before it will license the activity. DET's FAQ says approval of other government agencies concerned with the activity is required where the activity classification demands it, and dubai.ae tells applicants to confirm their proposed activities don't need specific approvals before starting.
Foreign ownership is a separate check. Cabinet Resolution No. 55 of 2021, in force since 1 June 2021, sets controls for licensing companies in strategic impact activities, with a regulator for each sector deciding the permitted shareholding. Banking and finance, telecoms and security are among the sectors it covers; read the resolution or ask the licensing authority before you assume a 100% foreign-owned structure works for a regulated activity.
If you'd rather not track these dates by hand once the licence is live, the free UAE compliance calendar lists them for your company.
What does it cost to change activities later?
On the Dubai mainland, the base fee to amend a licence is AED 500, as of October 2026, plus any other charges that apply to the specific change. DET's service page describes the amendment as covering changing the business activity, adding or deleting activities, or adding a partner.
| Item | Fee | Source |
|---|---|---|
| Initial approval (defines legal form and activities) | AED 120 | DET service page |
| Licence amendment, base fee | AED 500 | DET service page |
| Annex to incorporation contract, value under AED 100,000 | AED 300 per party signature | DET service page |
| Other amendments | AED 200 per signature | DET service page |
Accurate as of 05 October 2026. DET lists external approval as a requirement for modifying an activity, and no processing time was stated on the page we checked.

What most guides don't tell you
- The activity list can change your corporate tax result. A free zone company only keeps the 0% rate on income from qualifying activities, and Ministerial Decision No. 229 of 2025 sets those activities and the excluded ones, including transactions with natural persons (with exceptions) and ownership of immovable property other than commercial property in a free zone. Choosing an activity doesn't make income qualifying, but choosing one that is excluded makes qualifying status harder. Review the list with your adviser before you finalise the licence.
- A licence that fits three revenue streams now may not fit the fourth. Because each added activity can bring a new approval and a fee, build the licence around where the business is going, not only where it is, but don't list activities you won't trade in just to keep options open.
- The initial approval is where activities get fixed. DET's initial approval step has you define the legal form and the activities before moving to name reservation and licence issue, so decide the list first; a name should fit the activities, which is why the name comes second.
- Check the wording, not just the heading. The activity description printed on the licence is what a bank or a counterparty reads, so a vague description can slow a bank account application; this is reasoning from how KYC reviews work, not a published rule.
Which deadlines apply to your company?
Once your activities are set and the licence is issued, renewals, tax registrations and filing dates start running. The free UAE compliance calendar is a free calendar of your company's UAE tax and compliance deadlines, personalised from a few questions, as a PDF and calendar file.
Frequently asked questions
How do I reserve a trade name for my licence? On the Dubai mainland, you reserve the name through DET after initial approval, and the name should fit the activities on the licence. Settle the activity list first so the name doesn't have to change.
How many business activities can I add to one licence? It depends on the authority: SHAMS states up to five activities on one licence, while DET's help pages give no numeric limit but say the activities should have something in common. Check the rule of the authority you plan to use.
Can I run e-commerce and consulting under the same licence? Often yes, if both activities are on the licence and the authority allows the combination. Dubai.ae lists an e-trader licence for social media and online sellers, and consulting generally sits in the professional category, so confirm the combination with the authority before applying.
Do I need a physical office for a UAE trade licence? The answer depends on the authority and the licence type, and this guide didn't verify a single rule. Ask the authority, since some setups require premises and some free zones offer digital licensing.
