Key takeaways
- Changing an employee's job title on a UAE visa is a two-stage process for a mainland company: the employer amends the work permit and employment contract with MOHRE first, then updates the residence permit data with the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP).
- MOHRE lists a federal fee of AED 50 to modify a work permit or employment contract, a business centre commission capped at AED 72, and a processing time of 2 working days (as of 24 October 2026).
- ICP lists AED 100 in Smart Services fees plus AED 150 for a replacement Emirates ID card to amend residence permit data, so AED 250 in federal charges, with a stated processing time of 2 days (as of 24 October 2026).
- A UAE employer can't change an employee's job title without the employee's explicit written consent; the rule sits in Federal Decree-Law No. 33 of 2021 on the Regulation of Labour Relations.
- The new job title has to fit the activity on the employer's trade licence, and titles that MOHRE classes as skilled need a matching degree or professional licence on file.
- Free zone companies often run visa amendments through their own free zone authority rather than MOHRE, so a free zone employer should confirm its route before applying.
Does the employee have to agree to a job title change?
Yes. An employer can't change an employee's job title, salary or nature of work without the employee's explicit written consent, and the change has to follow MOHRE's approved procedures. The rule comes from Federal Decree-Law No. 33 of 2021; MOHRE restated it in July 2026 as reported by Khaleej Times and LexisNexis.
In practice the signed consent is the amended employment contract itself. MOHRE asks for a contract approved by the Ministry and signed by both employer and employee, so there is no separate shortcut where the employer updates the title and tells the employee afterwards.
What are the steps to change a job title on a UAE employment visa?
For a mainland company, the job title changes in two systems, in a fixed order: MOHRE first, ICP second. Free zone companies follow a different route, covered further down.
- Agree the new title with the employee and prepare an amended employment contract that both sign.
- Check that the new title fits your licensed activity, and that the employee's degree or professional licence meets the requirement for that title.
- Log in to MOHRE (website, app, a service centre or Tawseel) through the establishment's authorised signatory, using a username and password or UAE Pass.
- Submit the "Modification of Work Permits / Employment Contracts" request and pay the federal fee.
- Wait for MOHRE's electronic checks; any gap is sent back to the establishment to fix. Once approved, the contract is approved electronically.
- Log in to ICP Smart Services with UAE Pass and submit "Amendment of Residency Permit Data", attaching the work card if the profession is changing.
- Pay the ICP fees and collect the replacement Emirates ID card once the request is approved.

How much does it cost and how long does it take?
The federal charges listed by the two authorities total AED 300, and each stage is listed at roughly 2 working days. Business centre commissions, tax and collection charges are extra.
| Stage | Authority | Federal fee | Other charges | Listed processing time |
|---|---|---|---|---|
| Modify work permit / contract | MOHRE | AED 50 | Business centre commission capped at AED 72; free through MOHRE website and app apart from the federal fee | 2 working days |
| Amend residence permit data | ICP | AED 100 (Smart Services) + AED 150 (Emirates ID replacement) | Not published | 2 days |

What documents and conditions apply to a job title change?
MOHRE requires four conditions and up to three documents. The conditions: the employee meets the legal requirements for a specialised or licensed profession, the new occupation fits the establishment's activity, the establishment's licence is valid with no violations that would lead to suspension, and the authorised signatory submits the application.
| Item | What MOHRE asks for |
|---|---|
| Employment contract | Approved by the Ministry, signed by employer and employee |
| Academic certificate (skill levels 1 and 2) | Bachelor's degree or higher |
| Academic certificate (levels 3 and 4) | Diploma or higher |
| Academic certificate (level 5) | High school certificate |
| Academic certificate (levels 6 to 9) | None |
| Professional licence | Required for licensed professions such as doctors, nurses, teachers, fitness trainers and advocates, from the competent authority |
MOHRE also states that workers earning under AED 4,000 a month, or without a degree, aren't treated as skilled. Source: MOHRE service page, checked 24 October 2026. ICP separately lists a passport, a personal photo and, where the profession changes, the work card.
Does the process differ for free zone companies?
Yes, it can. ICP's service page covers free zone establishments as applicants, but each free zone authority sets its own visa procedures, fees and portals, so a free zone employer should ask its free zone before assuming the MOHRE route applies.
Say a Dubai mainland trading company promotes a sales coordinator to sales manager. That company amends the title at MOHRE and then at ICP. A free zone company making the same promotion would typically start with its free zone authority's employee services desk instead. Qawi doesn't publish a free zone by free zone fee list here, because the figures differ and some aren't published openly.
What most guides don't tell you
Four practical points decide whether a title change goes through in two days or stalls.
The order matters. ICP asks for the work card when the profession is changing, so the MOHRE approval has to be finished before the ICP request. Filing both at once risks a returned request.
The signatory is a single point of failure. MOHRE accepts the application only from the establishment's authorised signatory. If that person is travelling without UAE Pass access, or has left the company, nothing moves until the licence details are updated.
Open violations on the establishment can block the request. MOHRE's condition is a valid licence with no violations that would lead to suspension, so clear any pending labour violations before you promote anyone.
A bigger title can trigger a certificate requirement. Moving an employee from a role with no degree requirement into a skilled category (skill levels 1 to 5) means MOHRE will ask for the matching certificate, and a foreign degree may need attestation first, so confirm with MOHRE. Check the requirement for the new title before you offer it in writing, not after.
One point sources disagree on: whether a stale job title on the visa causes real problems. Official pages don't state a penalty for it, and commentators are split, with some saying a mismatch can attract questions from banks or immigration and others saying valid employment is all that's checked. Qawi couldn't confirm either view from an official source.
Which deadlines apply to your company?
Visa renewals, licence renewals, VAT and corporate tax filings all run on separate clocks, and each one has to be tracked separately. The free UAE compliance calendar lists your company's dates as a PDF and calendar file, personalised from a few questions.
Frequently asked questions
What is the difference between a work permit and a residence visa?
A work permit is the MOHRE authorisation for an employee to work for a specific employer, and the residence visa is the immigration record handled by ICP. A mainland job title change touches both, which is why the amendment runs through two authorities.
How do I issue an employment contract that complies with UAE labour law?
Use a contract approved by MOHRE and signed by both the employer and the employee, because MOHRE requires that for work permit modifications. Terms such as salary, job title or nature of work can only change with the employee's explicit written consent under Federal Decree-Law No. 33 of 2021.
What is a labour card and is it still used?
MOHRE's current service pages refer to work permits and employment contracts, and ICP's amendment page refers to a work card where a profession changes. Ask MOHRE or your PRO which document applies to your employee before you file.
