Key takeaways
- There is no single UAE-wide cap on business activities per licence: each licensing authority sets its own rule, and the published numbers range from two activities on some RAKEZ licence types to up to seven at IFZA, as of October 2026.
- SHAMS (Sharjah Media City free zone) states that one licence can combine up to five activities, even across different industries, as of October 2026.
- Dubai's Department of Economy and Tourism (DET) publishes no numeric limit for mainland licences, but says activities added to one licence should have something in common; its own example is computer maintenance and computer trade.
- Meydan Free Zone includes three activity groups on one licence at no extra charge and lists AED 1,000 for each activity beyond that, as of October 2026.
- Adding or changing an activity on a Dubai mainland licence carries a AED 500 DET base amendment fee, as of October 2026, and DET lists external approval as a requirement for changing an activity.
How many business activities can one UAE licence carry?
It depends on the authority that issues the licence: published limits run from two activities to seven, and some authorities state no number at all. The table lists what each authority says on its own pages.
| Authority | Published rule on activities per licence | Extra-activity cost |
|---|---|---|
| DET (Dubai mainland) | More than one activity allowed; they should have something in common; no number stated | Not published on the page checked |
| SHAMS | Up to 5 activities on one licence | Not published |
| IFZA | Up to 3 activity groups within the standard fee; IFZA's own guide says up to 7 activities in total, with the first 3 included | Charged separately; amount not published on the pages checked |
| Meydan Free Zone | Up to 3 activity groups on one licence | AED 1,000 per additional activity |
| RAKEZ (free zone commercial) | 5 activities from the same group, or 2 from different groups | Not published on the page checked |
| RAKEZ (free zone services) | 2 activities from any group | Not published on the page checked |
| RAKEZ (free zone industrial) | 2 activities from the same group | Not published on the page checked |
| DMCC | No maximum stated in the licensing documents checked | Not published |
| Abu Dhabi (ADDED) | No number stated on the licensing page checked | Not published |

What is the limit on a Dubai mainland licence?
DET doesn't publish a numeric cap on activities for a Dubai mainland licence, but it does set a condition: activities on the same licence should be related. Its FAQ says the activities "should have something in common for example: computer maintenance and computer trade despite the difference in their groups", and its e-services help says the licence owner can add more than one activity to the same licence.
In practice that makes the mainland test one of coherence rather than count. A trading company adding related services will usually read as consistent; a licence mixing unrelated lines may draw questions at the DET counter or portal. Say a Dubai company sells office furniture and wants to add furniture installation: the two share a clear link. Add legal consulting to the same licence and that link is much harder to show, so a second licence or a different structure may be the cleaner answer. That example is illustrative, not a DET ruling.
What do free zones allow, and what do extra activities cost?
Free zones publish their own limits, and the numbers differ enough that the same business plan can fit on one licence in SHAMS and need extra fees or a second licence elsewhere. The rules found on each zone's own pages:
- SHAMS: up to five activities on one licence, which SHAMS says can span different industries.
- IFZA: up to three activity groups in the standard fee. IFZA's activity guide says some free zones, IFZA among them, allow up to seven activities on one licence, with the first three included in the incorporation cost and each further activity charged separately. IFZA also says it permits combining activities from different categories.
- Meydan Free Zone: up to three activity groups per licence with no additional fee, then AED 1,000 per extra activity, as of October 2026.
- RAKEZ: the limit depends on the licence type, and commercial and service activities can't be combined on one licence. A free zone commercial licence takes five activities from one group or two from different groups.
- DMCC: the Licensing Rules (version 3, issued 10 October 2024) require a licence to specify its approved activities but we found no stated maximum, so confirm the number with DMCC before you rely on a count.
If you'd rather not track renewal and filing dates by hand once your activities are set, the free UAE compliance calendar lists them for your company.
Do all activities need approval from another authority?
No, but regulated ones do: where an activity falls under another regulator, the licensing authority needs that regulator's clearance before the activity goes on the licence. DET lists external approval as a requirement for modifying an activity. Meydan names KHDA for education, DHA for healthcare, and Dubai Municipality for food and manufacturing. IFZA splits activities into non-regulated ("green") ones that need no external approval and regulated ("amber") ones that need approval from specified Dubai or federal entities.
Approvals add time and cost, so a long activity list isn't free even where the licence fee covers the number. Check the approval status of each activity before you count it as part of the plan.
How do I add an activity to an existing licence?
You apply to the same authority that issued the licence, and the route and fee vary by authority. On the Dubai mainland, the steps DET lists for a licence amendment are:
- Visit a DET service centre or use the DET website.
- Submit the required documents, including external approval where the activity needs one and a rent contract where the premises change.
- Pay the service fees: the base amendment fee is AED 500.
Meydan says amendments run through its digital portal without restructuring the company. DMCC publishes a licence amendment form for changing or adding an activity. DET's page states no processing time for activity changes, so ask before you commit to a launch date that depends on the new activity.

What most guides don't tell you
- The count is rarely the real constraint. Most owners need two or three activities. What bites is the combination: DET's common-link condition, RAKEZ's rule against mixing commercial and service activities, and approval requirements on regulated activities can block a list that looks fine on paper.
- Third-party "activity limit" tables disagree with each other. Several consultancy sites quote caps for the same authority that don't match the authority's own pages, and IFZA's own pages use both "three activity groups" and "up to seven activities". Take the number from the authority's page or portal, in writing, on the date you apply.
- Activities can change your corporate tax position. A free zone company only keeps the 0% rate on income from qualifying activities, defined in Ministerial Decision No. 229 of 2025, which the Ministry of Finance announced on 3 September 2025 as replacing Ministerial Decision No. 265 of 2023. Adding an activity to the licence doesn't make the income qualifying; whether it does depends on the activity and who the customer is, so get the list checked before you add something that could affect your free zone tax position.
- Pay for the activities you will use. A fee-free allowance such as Meydan's three groups is a reason to list real revenue lines, not a reason to pad the licence; each extra activity can bring an approval and a renewal-time check.
Which deadlines apply to your company?
Once your activities are fixed, licence renewal, tax registration and filing dates start running against them. The free UAE compliance calendar is a free calendar of your company's UAE tax and compliance deadlines, personalised from a few questions, as a PDF and calendar file.
Frequently asked questions
What is a trade name and how do I reserve one in Dubai? A trade name is the name your company trades under, and on the Dubai mainland you reserve it through DET after initial approval. Initial approval costs AED 120 and is where you fix the legal form and activities, so settle the activity list before the name.
How do I choose the right business activities for my trade licence? List what you will actually invoice over the next 12 to 24 months, then match each item to an entry on the licensing authority's own activity list. Check each activity for approval requirements and for whether the authority allows the combination.
Can I run e-commerce and consulting under the same licence? Often yes, where both activities are on the licence and the authority allows the combination. Dubai.ae lists a separate e-trader licence for online sellers, so confirm with the authority which licence type covers both.
Do I need a physical office for a UAE trade licence? The answer depends on the authority and the licence type, and this guide didn't verify a single rule. DET asks for a rent contract when an amendment changes the premises, so ask your authority what it requires before you pay.
